I have a question about the error light
if the noaa report ftp dir is incorrect should the error light light ?

Legacy Cumulus 1 release v1.9.4 (build 1099) - 28 November 2014 (a patch is available for 1.9.4 build 1099 that extends the date range of drop-down menus to 2030)

No, because Cumulus doesn't get told that it's incorrect, as far as I know. Is an error logged to the diags file?

Yes, it does get an error:
10/22/2013 00:00:09.556 : FTP Error: 550 Filename invalid
So it could flash the error light. I'm not sure I see the point, though, given that the error message (such that it is) is in the diags file.
