Actually 4 altogether, 3 for the wind cups and another for the centre cap.

Found one photo of the almost complete anemometer. Another half ping-pong ball goes on the top over the bearing etc. and onto the chamfered edge of the top disc. The green and blue bits are bottle tops, suitably adapted. The support is aluminium tube which is attached to the wind vane unit below. A twin cable goes from a reed switch down to the electronics contained in the wind vane unit.
