It doesn't, really. You can melt the snow that's in there and use a very rough rule-of-thumb that 1mm of snow melt is equivalent to about 1cm of snow.

yes, roughly.

If the snow is wet then you can have 15mm of rain for 10cm of snow.
Also when temps are under 0 degrees, for example -4°C you can get 10cm of snow with 5mm of rain
