I use the Met Office averages. The nearest station for Folkestone is the Ski Centre and the figures are shown at

There are several such Met Office sites around the UK that all have 30 year averages - very useful when making comparisons.
Thanks for that too...not sure how I have missed that before, as I often look around the MO site. Nice easy to use table format.

Average Rainfall for 1st 3 months of 2013 = 37.1mm (avg monthly for last 30 years = 59.5mm) 62% of last 30 years
Total Rainfall for 1st 3 months of 2013 = 111.3mm (avg total for last 30 years = 178.7mm) 62% of last 30 years
