Yes the weather station siting answers in the FAQ part of the Wiki includes a link to that and companion Royal Meteorological Society guidelines. There is also a link within the rain measurement topic in the Wiki.
Yup and everything linked thus far seems to agree with 2'-5' for rain gauges and 3'-5' for temperature sensors. I feel my equipment is now properly installed, but I do need to make a better shield for the temperature sensor.

I re-measured the height of my weather vane and anemometer. I had to use some estimation due to obstructions, but it is around 21'-22' feet in the air. I am still amazed how much more steady the weather vane is:
