Sorry, I hadn't realized that you had indicated that your wind speed was greater then the minimum for calculating Wind Chill that is why I referred to the Wiki link. I deleted the contents of the data folder and that took care of the invalid data
As for the sunrise time I used my I phone to determine my latitude and longitude it should be close enough
latitude 30 16 58 N longitude 81 32 23 W is what I used for Jacksonville, Fla 32246
