I just tried to help ... to my station (Venturis clone), the indicated procedure is described in the user manual. My apologies, if to others this is complete nonsense.

Try to change this line of code in your banner.php:

It needs to be flexible; I'm thinking that the user should tell Cumulus what format their data is in (by some yet to be decided mechanism), rather than the other way around. This problem is caused by mixing pages with different iso codes.

To solve this, display your gauges page (it is in uft-8) inside a iframe. Something like this:
