I have used the motion software on the Pi and it works well. It can generate a lot of image files and video if you don't get it tuned properly. I suspect that the USB port on the router is for a storage device and won't be suitable.

This is a solution that has worked for me for the last 5 years or so, the only difference is that I use VMware rather than Virtualbox.
My home server is powered on 24/7 for other reasons.
That said, I'm looking forward to a Pi based version of Cumulus.

They should have this as a regular spot during weather reports. A shot of the weather data and of the location of the weather station.

I don't know anything about the foscam software but for text overlays, I'm using ImageMagick
There are options to overlay text or graphics. It can be a steep learning curve to get it just right but there are lots of online examples to use.

Using the video capture option, but taking single images, not a video stream, I was able to take 600 images at a rate of 11 frames per second. That should be fast enough!
