And you get the same with the alternative link I provided? I think your browsers may have cached corrupted copies of the installer at some point. Clearing your cache may fix it. No, I'm not using download manager. Downloads made in the browser (using "save file as ...") or simply clicking on the download link. I use Mozilla Firefox or Explorer and with both is the same.

Your Windows regional settings have changed - the decimal and/or list separator at least. You need to change them to whatever they were on XP. Yessss !!!. It was the list separator. The same was wrong because the locale was "Spanish Argentina" and must be "Spanish Spain" :mrgree...
