Does the setting that FTPs NOAA reports to your website also do local copies? Both the legacy Cumulus, and Steve Loft's beta MX, implemented local copy of reports, and other files, if you did not specify a host name. It did a file transfer if you specified all parameters. You are skipping quite a lot of releases, so you should read Mark's release notices for each in-between build, as the admin interface settings changed over several of the releases you have skipped. For 2nd issue, read line 215 (onwards) of How To that Brian provided with his download.
You are displaying the default Filler.
The "How To" says you should edit line 111 (onwards) of settings.php on your web server.
