Not a solution, but I have an Instromet station and Davis VP2 and the values are compared every 15 mins. I'm assuming that you're accessing a db on a remote webserver and you can access the db via the control panel. The error message seems more like a credential problem.
If so, are you sure 'localhost' is correct as hostname and not something like 'db1234.1and1.com'?

You don't need a full cumuluswebtags.txt there is sparklines_tags.txt in the zipped file purely for Sparklines.
The Readme explains how to use it with Cumulus.
