That's a good idea to try. In get-meteoalarm-warning-inc.php and get-UV-forecast-inc.php change $numberOfSeconds=6; to $numberOfSeconds=9; and in check-fetch-times.php change $numberOfSeconds=4; to $numberOfSeconds=9; and see if that eliminates the issue. The Saratoga templates all use ISO languages (not UTF-8) natively. For Spanish, ISO-8859-1 is used. The api.usno.navy.mil site seems to be having issues for a couple of days.

Your index.php page is still not showing the data.. try using an updated wxindex.php from the distribution since the DarkSky forecast is now available.
