Accessing using localhost:8998 should only work if you are accessing with a web browser running on the same device as CumulusMX (ie a web browser on your RPi). You can access from other devices on the same network (ie your home network, by WiFi or ethernet wired) using the RPi's IP address eg 192.16...

I use a BelfryBoy logger - at £50 plus £9 postage (worldwide), much cheaper than Davis' own. This is a USB type (ie plugs into the Davis console and connects to your computer via a captive USB cable (which is about 2m long). Works with CumulusMX and most other weather software. Not sure what your question is. These options are all for sending data from CumulusMX to an external webserver.
